New Dog Tethering Rules In Casper Sparks Outrage Among Dog Lovers (Part 2)

At first glance, the proposed changes do not seem that drastic or detrimental. However, when you delve into them there are gaps that could pose danger to our canine companions. Here’s Part 1 of this story, in case you missed it.

The proposed ordinance would include:

  1. Chaining dogs up for longer, for up to ten hours in a twenty-four-hour period
  2. Attachment lines must be three times, or eight feet, longer than the dog
  3. Tethering must not be a risk to the dog
  4. Lines should not weigh more than a quarter of the body weight of the dog
  5. Tethering lines must be strong enough to restrain the animal

The concerns raised by citizens include the following:

  • The proposed changes would mean that puppies are not excluded from tethering.
  • With permission for dogs to be tethered for up to ten hours would remove the requirement of the dog to be “within the visual range of a responsible party”.
  • It would also not specify what the dog must be fitted with to be tethered, the size and width of a harness or buckle.

Linda Terrell, one of the group members, spoke out and mentioned that this new proposed ordinance could be detrimental to the safety of dogs. It is eye-opening to read the changes and they most certainly require in-depth reading and understanding. Weighing off what is important in efforts to keep the community safe as well as our dogs safe is complex and difficult to balance!

It is important to include all parties’ opinions in the development and amendment to these regulations, and hopefully, they end up protecting all!
